BACKGROUND/JUSTIFICATION:
Construction work for this project will take place at both the Mecklenburg County Courthouse (832 E. 4th St.) and Detention Center Central (801 E. 4th St.). A recent NC Sheriff Association Security Assessment was conducted at the Mecklenburg County Courthouse and indicated that the service windows in the Mecklenburg County Courthouse where payments are received should be upgraded to ballistic glass or other bullet-resistant material. Because Magistrates in Detention Center Central receive similar payments, Court Officials and the Sheriff’s Office have requested these windows be upgraded as well. This project will consist of the replacement of existing glass service window systems with new ballistics-rated security transaction windows and ballistics-rated wall protection.
PROCUREMENT BACKGROUND:
The initial Notice to Bidders was advertised in the Charlotte Post, the Charlotte Observer, the Greater Diversity News and the North Carolina electronic Vendor Portal (eVP) on October 30, 2025. A pre-bid meeting was held on November 6, 2025, and a total of only two (2) bids were received at the December 4, 2025 bid opening. In accordance with the North Carolina General Statue 143-132(a), formal bidding procedures require a minimum of three bids be received at the initial bid opening. Therefore, bids were not opened, and the project was readvertised.
This project was re-advertised in the Charlotte Post, the Charlotte Observer, the Greater Diversity News and the North Carolina electronic Vendor Portal (eVP) on December 9, 2025. The second pre-bid meeting was held on December 16, 2025, and a total of four (4) bids were received at the January 8, 2026 bid opening. Based on the lump sum base bid, plus contingency allowance, the lowest responsive, responsible bidder was Edison Foard, LLC in the amount of $756,500.00.

The subcontractor MWBE contract-by-contract goals for this project are MBE: 1% and WBE 0%. Edison Foard, LLC intends to self-perform work with their own forces or subcontract with non-MWBE subcontractors for 70.44% of the work. The remaining 29.56% of the total work is being subcontracted with MWBE subcontractors at the following participation levels: MBE: 1.47%, WBE: 28.09%. The Mecklenburg County Office of Economic Development - Business Diversity and Inclusion (BDI) Division - determined that Edison Foard, LLC demonstrated a Good Faith Effort for MWBE subcontractor utilization.
