ACTION:

1)  Authorize the County Manager to negotiate and execute all documents necessary for acquisition of a Permanent Access Easement (+/- 515 sf) over a portion of Tax Parcel 143-151-07 from The John Crosland School for construction of a pedestrian access point to Renaissance Park for the purchase price of $2,050.

 

2)  Authorize the County Manager to negotiate and execute all documents necessary for acquisition of a Temporary Construction Easement (+/- 378 sf) over a portion of Tax Parcel 143-151-07 from The John Crosland School for construction of a pedestrian access point to Renaissance Park for the purchase price of $726.

BACKGROUND/JUSTIFICATION:

This Access Agreement is a part of a Fiscal Year 2026 Capital Improvement Plan to improve pedestrian park access among County parks. This access is within Yorkmont Plaza Business Park off Yorkmont Road in southwest Charlotte on The John Crosland School parcel. This easement will provide access to the business park staff, students and public from nearby multi-family residential developments such as The Enclave at City Park and Courtney Ridge.

 

The school has agreed to this Permanent Access Easement and Temporary Construction Easement for the appraised value of $2,776. The County also negotiated an aluminum fence and gate along their property line where the access is proposed to deter public from entering their school parking lot.

 

To construct this access project, there is a County-funded budget of $402,187.90. This budget includes negotiated fencing, gate, design and construction. Construction is potentially scheduled to start early this winter.

 

Acquisition of the easements is consistent with Meck Playbook, the County’s guide for providing recreation, open space, and natural habitat protection.
