Architectural/Engineering Consultant Selection - Roof Replacement Projects

 

Action

ACTION:

Authorize the County Manager to negotiate fees and terms and conditions to execute contracts with selected firms for Architectural/Engineering Services for multiple roof replacement projects and in the event negotiations with the selected firms are unsuccessful, approve negotiations and contract execution with the alternate firm.

BACKGROUND/JUSTIFICATION:

Consultants are needed to provide a design for the replacement of the roofs at the Hal Marshall Center (700 N. Tryon Street) and the County and Courts Office Building (720 E. 4th Street). Full design services will be required including preliminary services (investigation of existing roof materials, environmental testing, etc.), design, construction documentation, bidding, and construction contract administration services

 

 

PROCUREMENT BACKGROUND:

A Request for Qualifications was advertised in multiple publications, including: Greater Diversity News on August 14, 2025; the North Carolina electronic Vendor Portal (eVP) on August 15, 2025; the Charlotte Observer on August 19, 2025; and the Charlotte Post on August 21, 2025. The selection of the consulting firms followed NC General Statute 143-64.31, which prescribes a qualifications-based selection process.

 

Per the Board's instructions, the Selection Committee submits the following report:

Laura Meier: Mecklenburg County Commissioner, District 5

Barry Turner: Business Diversity & Inclusion Consultant, Office of Economic       

        Development (OED), County Manager’s Office Designee

Carl Godman: Licensed General Contractor appointed by the Board of County

        Commissioners

Fakhar Shahbaz: Director of Facilities, Energy & Fleet Management, Asset and Facility  

       Management Department

Mark Hahn: Director of Asset and Facility Management Department

 

Six (6) firms (listed below) submitted a Statement of Qualifications for the project.

SKA Consulting Engineers, Inc.

Terracon Consultants, Inc.

Integra Design Group US, PLLC

 

On September 8, 2025, a shortlist selection committee composed of staff from Asset and Facility Management, the Office of Economic Development, and the Office of Equity and Inclusion short listed two (2) firms for interviews.

 

On September 29, 2025, the Selection Committee interviewed and evaluated the following two (2) shortlisted firms:

      REI Engineers, Inc.

Terracon Consultants, Inc.

 

Based on the interviews and information provided in the written submittals, the Selection Committee selected the following firms and an alternate for the projects shown:

 

Hal Marshall Center:

Alternate Firm: REI Engineers, Inc.

 

County and Courts Office Building:

Selected Firm: REI Engineers, Inc.
