BACKGROUND/JUSTIFICATION:

Mecklenburg County Asset & Facility Management and Park & Recreation have been involved in the design of a project which involves dredging, to remove sediment from the Freedom Park pond and repair to any existing sidewalk, curb and gutter or trail surrounding the pond during construction. The anticipated construction period will be approximately 6 months.

 

 

PROCUREMENT BACKGROUND:

On August 14th, 2025, Mecklenburg County Asset and Facility Management advertised the project in the Charlotte Observer, the Charlotte Post, Greater Diversity News and the State Interactive Purchasing website. The documents were also available for viewing at the Mecklenburg County BDI office, Metrolina Minority Contractors Association, and the Hispanic Contractors Association of the Carolinas. A pre-bid meeting was held on August 21, 2025. Ony two (2) bids were submitted on the first bid opening date, Thursday, September 11, 2025. Due to an insufficient number of bids, the project was re-advertised to bidders on Tuesday, September 23, 2025. Three (3) single prime bids were received on Tuesday, September 30, 2025.  Eagle Wood, Inc was the lowest, responsive, responsible bidder with a total bid in the amount of $2,493,020.00, which includes base bid and contingency.

The remaining 2.07% of the total work is being subcontracted with MWBE subcontractors at the following participation levels: MBE: 2.07%, WBE:0%. The Mecklenburg County Office of Economic Development Business Diversity and Inclusion (BDI) Division determined that Eagle Wood, Inc demonstrated a Good Faith Effort for BDI utilization.
