ACTION:
1. Affirm application by the County Manager for FEMA Hazard Mitigation Assistance (HMA) grant funding of up to $220,032 to be used for flood mitigation on Briar Creek.
2. If awarded, recognize, receive and appropriate in the Storm Water grant fund (G705) federal and state funds up to the awarded amounts plus any property owner matching funds available through completion of the project.
3. Authorize the County Manager to execute contracts with the North Carolina Department of Public Safety, Division of Emergency Management.
4. Adopt the grant project ordinance for FEMA HMA grant in the Grant Fund (G705).

BACKGROUND/JUSTIFICATION:
Pursuit of mitigation grant funding from FEMA’s Hazard Mitigation Assistance (HMA) program is a regular component of Storm Water Services capital improvement program, which seeks to reduce the potential for loss of life and property due to flooding. In North Carolina, HMA grants are administered by the North Carolina Department of Public Safety, Division of Emergency Management.
Storm Water Services is requesting HMA funding to elevate a flood-prone single-family residence along Briar Creek at 3026 Hanson Drive in Charlotte. Charlotte-Mecklenburg Storm Water Services staff identified this property for voluntary elevation, because it is consistent with recommendations in Storm Water’s Board-approved Risk Assessment and Risk Reduction Plan. The structure is eligible for possible HMA grant funding, because it meets both the federal and state criteria for priority consideration in the grant program.
The proposed elevation project budget is $220,032 of which $165,024 (75%) is federal and $55,008 (25%) is local. The local portion of the project and any eligible costs beyond the proposed budget will be funded through Storm Water’s Capital Improvement Program.
The local population directly served by the proposed grant is the single household on Briar Creek. However, all residents of Mecklenburg County benefit indirectly from making the housing stock more resilient to flood damage and reducing the need for emergency services.
