BACKGROUND/JUSTIFICATION:
This contract is for the interior upfit of Suite 1800 of the Valerie C. Woodard Center, located at 3205 Freedom Drive, Charlotte, NC 28208 for use by the County’s Child, Family and Adult Services (CFAS) Department, currently being housed in temporary lease space (at David Taylor Drive). The upfit consists of new finishes throughout the approximately 15,000 square feet of space, replacement of casework, new ceilings and lighting, and modifications to the mechanical, electrical and sprinkler system throughout affected areas.
PROCUREMENT BACKGROUND:
The project was advertised on February 5, 2026, in the Charlotte Post, Charlotte Observer, and Greater Diversity News. It was also posted on the North Carolina eProcurement website on January 30, 2026. A pre-bid meeting was held on February 18, 2026. The bid opening was held on March 18, 2026. A total of seven (7) bids were received and opened. The apparent low bidder, AVM Contractors LLC, did not demonstrate a Good Faith Effort for BDI utilization and was deemed non-responsive. Based on the lump sum base bid plus contingency allowance and alternates, the lowest responsive, responsible bidder is Nance Construction LLC in the amount of $1,517,585.

The subcontractor MWBE contract-by-contract goals for this project are MBE: 7.0% and WBE: 2.0%. Nance Construction LLC intends to self-perform work with their own forces or subcontract with non-MWBE subcontractors for 90.4% of the work. The remaining 9.6% of the total work is being subcontracted with MWBE subcontractors at the following participation levels: MBE: 7.5%, WBE: 2.1%. The Mecklenburg County Office of Economic Development - Business Diversity and Inclusion (BDI) Division has determined that Nance Construction LLC demonstrated a Good Faith Effort for BDI utilization.
