Affirm the application to the North Carolina Department of Transportation for the Federal 5307 Urban Transportation Grant for the Mecklenburg County Department of Social Services for Fiscal Year 2020 through 2021 in the General Fund (0001) for up to the amount of $1,277,407.

BACKGROUND/JUSTIFICATION:

Annually, Mecklenburg County Department of Social Services submits this grant request for transportation funds.  This grant provides funding for the operating and capital requirements of the Mecklenburg County Department of Social Services’ Mecklenburg Transportation System (MTS) Unit of the Services for Adults Division. This grant is to provide financial assistance for the support of public transportation services in urbanized areas. This includes planning activities, administrative needs, purchase of capital equipment or facilities to assist in the provision of transit services in urban areas of Mecklenburg County.  The Charlotte Area Transit System is the designated recipient of Section 5307 funds in the Charlotte Regional Transportation Planning Organization (CRPTO).  A formula was developed to share the funding with all eligible transit operators in the CRPTO.  The North Carolina Department of Transportation’s Public Assistance Division (NCDOT PTD) will be the direct recipient of the transit operators in North Carolina that includes MTS.  The FY21 FTA Section 5307 Formula Funding is $1,277,407, with a 50% Operating match (County) and a 20% Capital match (County).  County match funds are included the 2020-2021 Annual Budget Ordinance in the General Fund (0001).
