BACKGROUND/JUSTIFICATION:

This contract is for the construction of Sugar Creek Greenway in Charlotte from McDowell Farms Drive to Yorkmont Road. This project includes over 2.5 miles of new greenway trail, three pedestrian bridge crossings, 10 neighborhood connections, and a parking lot/trailhead.  The anticipated construction period will be approximately 560 days.

 

 

PROCUREMENT BACKGROUND:

On January 16, 2025, Mecklenburg County Asset and Facility Management advertised the project in the Charlotte Observer, the Charlotte Post, the Greater Diversity News, and the State Interactive Purchasing website. A pre-bid meeting was held on Thursday, January 30, 2025. Six (6) valid, unit price bids were received on Thursday, February 20, 2025.  J. D. Goodrum Co., Inc. was the lowest responsive and responsible bidder with a total bid in the amount of $11,562,903.27, which includes base bid, contingency, and Add Alternates 1 and 2.

The subcontractor MWBE contract-by-contract goals for this project are MBE: 7.0% and WBE 6.0%.  J. D. Goodrum Co., Inc. intends to self-perform work with their own forces, or subcontract with non-MWBE subcontractors for 86.93% of the work. The remaining 13.07% of the total work is being subcontracted with MWBE subcontractors at the following participation levels: MBE: 7.05%, WBE: 6.02%. The Mecklenburg County Office of Economic Development - Business Diversity and Inclusion (BDI) Division determined that J. D. Goodrum Co., Inc. demonstrated a Good Faith Effort for BDI utilization.
