ACTION:

1)  Approve the submission of an application to create a pilot volunteer program to provide respite to family caregivers of older adults, people with disabilities, and grandparents raising grandchildren in the amount of $250,000; and

 

2)  If awarded recognize, receive, and appropriate funds for the affirmed amount awarded of up to $200,000 to the General Grant Funds (G001) within Child, Family, & Adult Services; and

 

3)  Adopt the required grant project ordinance for the National Community Care Corps grant in the General Grant Fund (G001).

BACKGROUND/JUSTIFICATION:

Mecklenburg County Department of Child, Family, & Adult Services (CFAS) would like to apply to the National Community Care Corps to create a pilot volunteer program to provide respite care to family caregivers of older adults with dementia, people with disabilities, and grandparents raising grandchildren. Providing respite to these caregivers is a crucial element to prevent burnout, improve the mental health of the caregiver and the family, and enhance the quality of care provided.

 

The pilot project would be developed over the course of the grant period, a total of 18 months. The proposal will include the principles contained within the National Strategy to Support Family Caregivers; utilize partnerships with local colleges to identify internships; provide background checks for all volunteers; and provide person-centered approaches to training volunteers and staff. The proposed pilot project with include working with community partners and stakeholders to identify sustainable funding and the support needed for the pilot to be successful.

 

The grant application will be for a total cost of $250,000 which is comprised of $200,000 in Federal funds and $50,000 in matching local funds as required by the grant. The $200,000 in Federal funding will fund the cost of a project coordinator or to provide coordination services through a nonprofit partner, training materials and trainers, and program expanses to create and implement the pilot project. The $50,000 for the required match will be provided utilizing in-kind match from existing staff time and the corresponding salary and benefit costs.

 

The staff time utilized for match will be used to provide project management needed including supervision of staff or contracts, providing oversight for the project including coordinating interagency and external parties’ participation in the study. Staff time will also be utilized for grant management and participation in the creation and implementation of pilot project.

 

The grant period is April 1, 2025, through September 30, 2026.

 

The grant application is due December 11, 2024.
