BACKGROUND/JUSTIFICATION:
Public Appearance is the period during the Board's regular meeting that members of the public are provided the opportunity to speak on matters not appearing on the agenda.
Members of the public who appear during the public appearance portion of a regular meeting may discuss any matter within the jurisdiction of the Board of Commissioners except for the following types of matters:
a) a matter which appears on the agenda of that meeting of the Board;
b) a matter which concerns the candidacy of any person for public office, including the candidacy of the person appearing before the Board;
c) a request that the Board consider funding a certain program or activity, either from the current budget, or by inclusion in a future budget (such requests would be made at the Board’s annual budget public hearing).
The time limit for speaking is three (3) minutes unless there are four (4) or more speakers who wish to speak concerning the same matter, in which case, all persons wishing to speak on the same matter will be considered a group and given a total of ten (10) minutes. The Board reserves the right to alter these rules on a case by case basis as necessary for the efficient and effective conduct of business.
Members of the Board will not engage in dialogue with public appearance speakers. Comments will be received and followed up on as applicable by County staff and/or members of the Board.
Handouts and/or tokens shall be given to the Clerk for distribution to the Board at the conclusion of the meeting.

Deadline to Register: Speakers requesting to address the Board of County Commissioners at the October 20, 2020 Regular Meeting must register to speak by Tuesday, October 20, 2020 at 12:00 p.m.
Requirements to Speak: Speakers must provide a phone number when registering to speak and must be available to receive a phone call from the Clerk’s Office between 5:45 p.m. and 6:00 p.m. on Tuesday, October 20, 2020 to ensure you are connected to the remote meeting to address the Board of County Commissioners.
Please note, while conducting remote meetings, the Board is unable to hear from groups of speakers. If you register as a group, each speaker of a group will be called upon separately and receive up to three (3) minutes each. Each speaker must provide their own phone number. Speakers of a group will speak consecutively. In addition, if speaking to a specific agenda item, you will be placed at the end of Public Appearance to address that agenda item.
