BACKGROUND/JUSTIFICATION:

This project is for the installation of solar photovoltaic panels at the Southview Recreation Center. These photovoltaic panels will generate electricity for the facility, thereby reducing the facility’s carbon footprint. This project is part of the County’s Environmental Leadership Action Plan initiative to achieve net-zero carbon by 2035.

 

 

 

PROCUREMENT BACKGROUND:

This Project was originally advertised on January 29, 2025, in the Charlotte Post, Charlotte Observer, Greater Diversity News, and the North Carolina electronic Vendor Portal. A mandatory pre-bid meeting was held on February 18, 2025. A bid opening was scheduled for March 6, 2025, but only 2 bids were received.

 

The Project was re-advertised on March 10, 2025. A bid opening was scheduled for April 3, 2025, with two (2) contractors submitting bids. The lowest responsive, responsible, bidder was Miles-McClellan Construction Company, Inc. in the amount of $695,500.00, including acceptance of Alternate No.1 for $3,500.00.

The subcontractor MWBE contract-by-contract goals for this project are MBE: 0% and WBE 4%. Miles-McClellan Construction Company, Inc. intends to self-perform work with their own forces or subcontract with non-MWBE subcontractors for 92.72% of the work. The remaining 7.28% of the total work is being subcontracted with MWBE subcontractors at the following participation levels: MBE: 0.0%, WBE: 7.28%. The Mecklenburg County Office of Economic Development - Business Diversity and Inclusion (BDI) Division determined that Miles-McClellan Construction Company, Inc. demonstrated a Good Faith Effort for BDI utilization.
