ACTION:

Authorize the County Manager to negotiate fees and execute professional services contracts with selected engineering firms for Storm Water Capital Improvement Projects identified in Fiscal Years 2026 through 2029.

BACKGROUND/JUSTIFICATION:

Multiple engineering firms have been selected to perform professional services for Storm Water Capital Improvement Projects to be identified in fiscal years FY26 through FY29. These contracts are necessary for stream restoration projects that will achieve water quality improvement goals identified in the Environmental Leadership Action Plan. 

 

Assignment of specific projects to selected consultants is contingent on easement acquisition, availability of funds and/or the award of grants. This selection does not assure that the firm will be assigned a project and/or enter into a contract with the County.

 

The engineering firms will complete all services required to construct storm water projects in Mecklenburg County including design, planning, surveying, permitting and construction administration services. When a project has been selected and funding secured, an appropriate firm will be selected from the pool of engineering firms based on a letter of interest for that specific project.

 

Approval of this Action Item will authorize the negotiation of contracts as projects are identified.

 

 

 

PROCUREMENT BACKGROUND:

A Request for Qualifications (RFQ) for Professional Services was advertised on February 23, 2026 through North Carolina’s purchasing website (NCeVP), The Charlotte Observer, The Charlotte Post, and The Greater Diversity News. Business Diversity and Inclusion Program (BDI) provided a Provisions Guide that was included in the RFQ. The qualifications-based selection of professional services performed by engineers is governed by G.S. 143-64.31, sometimes referred to as the “Mini-Brooks Act.”

 

A total of eighteen (18) submittals were received on March 30, 2026. The Selection Committee consisted of staff from Storm Water Services and a private retired Professional Engineer as required by BOCC Policy. On April 30, 2026, the Selection Committee met and discussed the qualifications of the firms.

 

Based on the information presented in the written submittals the Selection Committee selected the following nine (9) firms for this work:

                     Kimley-Horn and Associates, Inc.

                     Wildlands Engineering, Inc.

                     Freese and Nichols, Inc.

                     SWCA Environmental Consulting & Engineering, Inc.

                     McAdams Company

                     Bolton & Menk, Inc.

                     Labella Associates

                     Johnson, Mirmiran & Thompson, Inc.
