BACKGROUND/JUSTIFICATION:
The County has housed various offices of Mecklenburg County’s Department of Child, Family, and Adult Services (CFAS) and Economic Services, along with numerous social services, at the Catherine M. Wilson Center (formerly known as the Kuralt Center), located at 301 Billingsley Road, for several years.
As part of the overall strategy for the relocation of staff under the Community Resource Center model, the County has funded a CIP project to renovate the Catherine M. Wilson Center. This complete renovation will require the temporary relocation of all the occupants of the facility to l ease space during the renovation period. The lease will have different durations for respective floors of the leased property, because the County will need to retain some lease space for a period of time until both the new East CRC and Southwest CRC are completed.
The lease space is located at 10101 David Taylor Drive in northeast Charlotte in the University Research Park area. If approved, current occupants of the Catherine M. Wilson Center will relocate to the new lease space in the spring of 2026. The lease will be negotiated according to the following major business terms with the Landlord.
Proposed Major Business Terms:
New Location - 10101 David Taylor Drive, 1st Floor (47,582SF) and 2nd Floor (50,389SF) totaling 97,971SF
Lease Term - First Floor: 46 months
Lease Term - Second Floor: 82 months
Base Rent - $29.64/SF
Rent Escalations - 3% annually
Services - Full Service; Landlord to provide all janitorial and maintenance
Improvements - Landlord to provide a tenant improvement allowance of up to $20,000 for furniture, moving, cabling and other office relocation related items and activities.
Parking - The lease includes availability of 545 parking spaces in the parking lot adjacent to the building for staff and visitors which includes 10 overnight parking spaces for County vehicles. An existing lease at this same location already includes 255 parking spaces, which includes 30 overnight parking spaces for County vehicles.
