Summary

ACTION:

Authorize the County Manager to negotiate fees and execute a contract with Agency Landscape and Planning for design services for the Independence Park Renovation, and in the event negotiations with this firm are unsuccessful, approve negotiations with the alternate firm of Surface 678

BACKGROUND/JUSTIFICATION:

The Independence Park Renovation project is located between Charlottetown Road, Seventh Street, Caswell Street and Park Drive. It is an existing, historic park that will be renovated in coordination with the reconstruction of the American Legion Memorial Stadium.

 

PROCUREMENT BACKGROUND:

A Request for Qualifications (RFQ) was advertised on August 23, 2018 in The Charlotte Observer, Charlotte Post and the State of North Carolina Interactive Purchasing System website. The selection of the consulting firms followed NC General Statute 143-64.31, which prescribes a qualifications-based selection process.

 

Per the Board's instructions, the Selection Committee submits the following report:

                     Vilma D. Leake, County Commissioner (District 2)

                     Greg Godley, General Contractor Appointed by BOCC

Lee Jones, Director, Park and Recreation Department

The following ten (10) firms submitted a Statement of Qualifications expressing an interest in the project:

On October 1, 2018, a shortlist selection committee composed of staff from Park and Recreation and Asset and Facility Management selected three (3) firms for interviews.

 

On October 24, 2018, the Selection Committee interviewed the following three (3) shortlisted firms:

Agency Landscape and Planning

Kimley-Horn

Surface 678

 

Based on the information presented in the written submittals and at the oral presentations, the Selection Committee selected Agency Landscape and Planning as the first ranked firm and Surface 678 as the alternate firm.
