Approve revisions to the Mecklenburg County Solid Waste Fee Ordinance

BACKGROUND/JUSTIFICATION:

Annually, LUESA Solid Waste proposes to change the Mecklenburg County Solid Waste Fee Ordinance by revising certain technical fees in the Solid Waste Program area to respond to inflation and contract service fees charged to Mecklenburg County. These are the changes that were previously shown to the BOCC at the Public Policy Meeting on April 28, 2026.  The solid waste fee changes include, but are not limited to:

 

1.                     Increases the disposal fee for use of the Speedway Landfill by $1.00 per ton, increasing from $41.25 per ton to $42.25.

2.                     Increase the Construction/Demolition Debris disposal price from $62.00 per ton to $65.00 per ton.

3.                     Increase the cost of Yard Waste Disposal from $40.00 per ton to $42.00 per ton.

4.                     Increase the cost of Out-of-County Residential Entry Stickers from $110 each to $120 each annually.

5.                     Increase the voluntary Business Collection Recycling Fee from $100/month to $120/month (noting this is a voluntary program).

6.                     Fees contained in this Ordinance will be effective July 1, 2026.

 

The Waste Management Advisory Board (WMAB) unanimously recommended that the BOCC approve these technical changes to the Solid Waste Fee Ordinance at their February 17, 2026 meeting.

 

Please note that the Mecklenburg County Solid Waste Residential Availability Fee is also proposed to increase from $54.50 per residential property to $61.50 per residential property, and that action will be part of the overall County Adopted Budget Process.

FISCAL IMPACT:

Increase Revenue from fee sources to the Solid Waste Enterprise Fund for continued operation.  Based upon anticipated tonnage, changes would result in a revenue increase for FY2027, however the revenue is offset by corresponding expenses.
