BACKGROUND/JUSTIFICATION:
This contract is for the construction and renovation of Archdale Park in the Montclaire South neighborhood. This construction contract will include a new parking lot, park paths, new play areas, sport courts, play fields, and plantings. The anticipated construction period will be approximately 12 months.
PROCUREMENT BACKGROUND:
On August 22, 2024, Mecklenburg County Asset and Facility Management advertised the project in the Charlotte Observer, the Charlotte Post, the Greater Diversity News, and the State Interactive Purchasing website. A pre-bid meeting was held on Thursday, September 5, 2024. Only one bid was submitted on the first bid date of Thursday, September 19, 2024. Due to an insufficient number of bids, the project was re-advertised to bidders on Tuesday, September 24, 2024. Six (6) valid, single prime bids were received on Thursday, October 10, 2024. J. D. Goodrum Co., Inc. was the low bidder with a total bid in the amount of $2,361,796.00, which includes base bid, contingency, and Add Alternates 1, 2 and 3.

The subcontractor MWBE contract-by-contract goals for this project are MBE: 4.0% and WBE 3.0%. J. D. Goodrum Co., Inc. intends to self-perform work with their own forces, or subcontract with non-MWBE subcontractors for 91.4% of the work. The remaining 8.6% of the total work is being subcontracted with MWBE subcontractors at the following participation levels: MBE: 4.9%, WBE: 3.7%. The Mecklenburg County Office of Economic Development - Business Diversity and Inclusion (BDI) Division determined that J. D. Goodrum Co., Inc. demonstrated a Good Faith Effort for BDI utilization.
