Award a construction contract to Miles-McClellan Construction Company, Inc., in the amount of $1,298,500.00 for the Hwy-16 Administration Office Building-Solar Photovoltaic Panel Installation

BACKGROUND/JUSTIFICATION:

This project is for the installation of solar photovoltaic panels at the Hwy-16 Park and Recreation Administrative Office Building, located at 5841 Brookshire Blvd These photovoltaic panels will generate electricity for the facility, thereby reducing the facility’s carbon footprint. The project also includes a roof replacement as the roof is at end of life.  This project is part of the County’s Environmental Leadership Action Plan initiative to achieve net-zero carbon by 2035

 

 

PROCUREMENT BACKGROUND:

This Project was originally advertised on January 29, 2025, in the Charlotte Post, Charlotte Observer, Greater Diversity News, and the North Carolina electronic Vendor Portal. A mandatory pre-bid meeting was held on February 18, 2025. A bid opening was scheduled for March 6, 2025, but only 1 bid was received.

 

The Project was re-advertised on March 10, 2025. A bid opening was scheduled for April 3, 2025, with three (3) contractors submitting bids. The lowest responsive, responsible, bidder was Miles-McClellan Construction Company, Inc. in the amount of $1,298,500.00, including acceptance of Alternate No.1 for $3,500.00.

The subcontractor MWBE contract-by-contract goals for this project are MBE: 5% and WBE 3%. Miles-McClellan Construction Company, Inc. intends to self-perform work with their own forces or subcontract with non-MWBE subcontractors for 99.61% of the work. The remaining 0.39% of the total work is being subcontracted with MWBE subcontractors at the following participation levels: MBE: 0.0%, WBE: 0.39%. The Mecklenburg County Office of Economic Development - Business Diversity and Inclusion (BDI) Division determined that Miles-McClellan Construction Company, Inc. demonstrated a Good Faith Effort for BDI utilization.
