BACKGROUND/JUSTIFICATION:

The Northwest Health Clinic located at 2854 Beatties Ford Road and the Southeast Health Clinic located at 249 Billingsley Road have had periodic roof leaks that impacted departmental operations. This project is for the application of a fluid applied roof coating system on top of the existing roofs to provide additional protection for a secure and watertight roof.  The existing roof membranes are intact and have a significant life remaining, so the coating system will mitigate any future leaks at a lower cost than complete replacement.

 

 

PROCUREMENT BACKGROUND:

An initial Notice to Bidders was advertised in the Charlotte Observer and the Charlotte Post on January 2, 2025, in the Greater Diversity News on January 9, 2025, and was uploaded to the North Carolina electronic Vendor Portal (eVP) on December 23, 2024.  A Pre-bid meeting was held on January 16, 2025, and a total of two (2) bids were received on February 6, 2025. Due to receiving an insufficient number of bids for a formally bid construction project, the project was readvertised. The second Notice to Bidders was advertised in the Charlotte Observer, Charlotte Post, and the Greater Diversity News on February 13, 2025, and was uploaded to the North Carolina electronic Vendor Portal (eVP) on February 12, 2025.  A second Pre-bid meeting was held on February 20, 2025, and a total of five (5) bids were received and opened on March 18, 2025.  Based on the lump sum base bid and allowances, plus Alternates 1 & 2, the lowest responsive, responsible bidder was Interstate Roofing Company, Inc. in the amount of $779,800.00.

The subcontractor MWBE contract-by-contract goals for this project are MBE: 1% and WBE 0%.  Interstate Roofing Company, Inc. intends to self-perform work with their own forces or subcontract with non-MWBE subcontractors for 96.23% of the work. The remaining 3.77% of the total work is being subcontracted with MWBE subcontractors at the following participation levels: MBE: 3.77%, WBE: 0.00%.The Mecklenburg County Office of Economic Development - Business Diversity and Inclusion (BDI) Division - determined that Interstate Roofing Company, Inc. demonstrated a Good Faith Effort for MWBE subcontractor utilization.
