BACKGROUND/JUSTIFICATION:
On June 26, 2023, the County executed a three-year lease with Roof Above, Inc., a nonprofit organization, for the operation of permanent supportive housing for older adults experiencing homelessness. The leased premises is located at 7805 Forest Point Blvd., Charlotte, NC (Tax Parcel No. 167-191-42), a former hotel renovated by the County for this purpose.
On June 17, 2026, the County, in coordination with the Community Support Service Department, executed a new contract with Roof Above, Inc. to continue providing operational oversight and supportive services at Forest Point Place in Charlotte, NC.
The County Manager will negotiate and execute a new lease agreement consistent with the following business terms:
Location: 7805 Forest Point Blvd., Charlotte, NC
Property Details: Approximately 2.854 acres with two buildings of approximately 96 total residential units
Lease Term: Initial Term - One (1) Year
Renewals - Two (2) extension of One (1) Year each
Base Lease Rate: $1 per year
Facility Maintenance: Roof Above shall be responsible for all necessary routine and preventative facility maintenance as well as grounds upkeep
Repairs/Replacements: Roof Above shall be responsible for all repairs/replacements when the cost of each event/item is $5,000 or less. Mecklenburg County shall be responsible for all major repairs/replacements when the cost of each event/item exceeds $5,000.
Insurance: Roof Above, Inc. shall be required to maintain general liability, and shall be responsible for personal property and contents on an all-risk policy
