Award a construction contract to Khalid Davis (dba Khalid Davis Electric) in the amount of $743,835.00.

BACKGROUND/JUSTIFICATION:

The LUESA office building at 2145 Suttle Ave. does not have any back-up power in the event of a power interruption. A new generator is necessary to keep the IT equipment, telephones, lighting and HVAC functional during a power outage that might be experienced during a natural disaster to ensure critical services (building permits and inspections to fix damaged buildings) can continue.

 

 

PROCUREMENT BACKGROUND:

This project was advertised in the Charlotte Observer on November 3, 2024, and the Charlotte Post, the Greater Diversity News and the North Carolina electronic Vendor Portal (eVP) on November 7, 2024.  A Pre-bid meeting was held on November 12, 2024, and a total of three (3) bids were received and opened on December 17, 2024.  Based on the lump sum base bid, plus contingency allowance, the lowest responsive, responsible bidder was Khalid Davis (dba Khalid Davis Electric) in the amount of $743,835.00.

The subcontractor MWBE contract-by-contract goals for this project are MBE: 1% and WBE 3%.  Khalid Davis Electric intends to self-perform work with their own forces for a total of 61% of the work. The remaining 39% of the work is to be subcontracted with MWBE subcontractors at the following participation levels: MBE: 39%, WBE: 0%. The Mecklenburg County Office of Economic Development - Business Diversity and Inclusion (BDI) Division - determined that Khalid Davis Electric demonstrated a Good Faith Effort for MWBE Subcontractor utilization.
