ACTION:

Authorize the County Manager to negotiate fees and terms and conditions to execute contracts with selected firms for Engineering Services for multiple HVAC replacement projects and in the event negotiations with the selected firms are unsuccessful, approve negotiations and contract execution with the alternate firms.

BACKGROUND/JUSTIFICATION:

Engineering design consultants are needed to provide a design for the replacement of a portion of the Heating, Ventilation, and Air Conditioning (HVAC) system at the Allegra Westbrooks Regional Library (2412 Beatties Ford Rd.) and for the replacement of the entire HVAC system at Revolution Park Sports Academy (1225 Remount Rd.). Full design services will be required including pre-design, design, construction documentation, bidding, and construction contract administration services

 

 

PROCUREMENT BACKGROUND:

A Request for Qualifications was advertised on September 18, 2025 in multiple publications including the Greater Diversity News, the North Carolina electronic Vendor Portal (eVP), the Charlotte Observer, and the Charlotte Post. The selection of the consulting firms followed NC General Statute 143-64.31, which prescribes a qualifications-based selection process.

 

Per the Board's instructions, the Engineering Selection Committee submits the following report:
