Action

ACTION:

Authorize the County Manager to negotiate terms and conditions, including fees to execute a contract with the selected firm, LeChase Construction Services, LLC, for Construction Manager at Risk Services for the Former Civil Courts Building Renovation and Associated Projects and in the event negotiations with the selected firm are unsuccessful, approve negotiations and contract execution with the alternate firm.

BACKGROUND/JUSTIFICATION:

The Former Civil Courts Building, originally constructed in 1976 and located at 800 East 4th Street, needs a complete renovation. A Construction Manager at Risk (CM@Risk) firm is needed to provide services for both the pre-construction and construction phases.  The project scope includes interior and exterior renovations, as well as replacements of all mechanical, plumbing, and electrical systems. The newly renovated building will house court support agencies including Juvenile Justice, NC Department of Adult Correction - Division of Community Supervision, Business Court, and the Industrial Commission.  Associated projects in the scope of work include the relocations of agencies within the occupied building during the renovation and/or for the upfit of temporary lease space to house building occupants at another site during the building renovation, if needed.

 

 

 

PROCUREMENT BACKGROUND:

The Board of County Commissioners authorized the use of the CM@Risk Contract Methodology for the project at its January 22, 2025 meeting. A Request for Qualifications (RFQ) was advertised on April 22, 2025 in the Charlotte Observer, the Charlotte Post, Greater Diversity News, and the State of North Carolina Interactive Purchasing System web site. The selection of the CM@Risk firms followed NC General Statute 143-64.31, which prescribes a qualifications-based selection process.

 

The Nine (9) firms listed below submitted a Statement of Qualifications:

On June 2, 2025, a shortlist selection committee composed of staff from the County's Asset and Facility Management Department and the Office of Economic Development - Business Diversity and Inclusion division shortlisted three (3) firms for interviews. 

 

On June 30, 2025, the Selection Committee interviewed and evaluated the following three (3) shortlisted firms:

 

Gilbane Building Company

LeChase Construction Services, LLC

Rodgers Leeper

 

Per the Board's instructions, the Formal Selection Committee submits the following report:
