BACKGROUND/JUSTIFICATION:
Mecklenburg County Asset & Facility Management and Park & Recreation have been involved in the design of a project which will add +/- 2.40 miles of new greenway trail to the County’s greenway acceleration initiative. The project includes new greenway trail (asphalt and concrete) spanning multiple Mecklenburg County Parks and Nature Preserves with numerous access points, 7 bridges, nearly 500 feet of boardwalk, and all associated stream work, grading, drainage structures, furnishings, and plantings. The anticipated construction period will be approximately 15 months.
PROCUREMENT BACKGROUND:
On June 27, 2024, Mecklenburg County Asset and Facility Management advertised the project in the Charlotte Observer, the Charlotte Post, Greater Diversity News and the State Interactive Purchasing website. The documents were also available for viewing at the Mecklenburg County BDI office, Metrolina Minority Contractors Association, and the Hispanic Contractors Association of the Carolinas. A pre-bid meeting was held on July 11, 2024. Six (6) valid, single prime bids were received on July 25, 2024, for the greenway construction work. JD Goodrum was the lowest responsive and responsible bidder with a total bid in the amount of $5,052,954.49. This figure includes the greenway base bid, contingency, Alternate 1 and Alternate 2.

The Mecklenburg County Office of Economic Development Business Diversity and Inclusion (BDI) Division determined that J.D. Goodrum demonstrated a Good Faith Effort for BDI utilization.
