Adopt a resolution titled “Mecklenburg County Board of Commissioners Resolution Authorizing the Lease of Property to the Urban League of Central Carolinas, Inc.”

BACKGROUND/JUSTIFICATION:

In November 2024, the County accepted from the Public Library of Charlotte and Mecklenburg County a donated property located at 2324 LaSalle Street, having tax parcel number 069-171-17 . The property has been vacant since. The County Manager’s Office and the County's Financial Services Department/Procurement Division solicited proposals for operation of a youth program in the facility, and the Urban League of Central Carolinas, Inc., a non-profit entity, was selected as the best provider. The County must execute a lease agreement with the Urban League for use of the County-owned facility.

 

The County Manager will negotiate a lease agreement consistent with the following business terms:

 

Location:                                                               2324 LaSalle Street, Charlotte, NC 28216

 

Property Details:                                           The building is approximately 3,667 Square Feet

 

Lease Term:                                                                Initial Term - Two (2) Years

Renewals - Three (3) extensions of One (1) Year each

 

Base Lease Rent:                                          $1 per year

 

Landlord Improvements:                     County shall be responsible for renovation of the building to function as a facility for youth programs prior to occupancy by the Tenant.

 

Facility Maintenance:                      County shall be responsible for maintenance of all building systems and the exterior envelope, as well as grounds maintenance

 

The Urban League shall be responsible for all janitorial and

cleaning services

 

Repairs/Replacements:                     Mecklenburg County shall be responsible for all repairs

and replacements related to the building systems and exterior envelope

 

Parking:                                                               Onsite parking available

 

Insurance:                     The Urban League shall be required to maintain general liability, abuse and molestation coverage, and shall be responsible for personal property and contents on an all-risk policy
