ACTION:

Authorize the County Manager to negotiate terms and conditions to execute a contract, including fees, with Gensler Architecture, Design & Planning, P.C. for Architectural/Engineering Services for the Former Civil Courts Renovation and Associated projects, and in the event negotiations with this firm are unsuccessful, approve negotiations and contract execution with the alternate firm.

BACKGROUND/JUSTIFICATION:

An architect is needed to design renovations to the Former Civil Courts building located at 800 E 4th Street, Charlotte, NC 28202 for the purpose of renovating interior, exterior, and operating systems of the building. The facility will primarily house the NC Department of Adult Correction (i.e., Probation & Parole), Juvenile Justice, and the NC Business Court. Full design services will be required, including a facility code assessment, program verification, design, construction documentation, bidding, and construction administration. To accomplish the renovation, staff currently working at this facility may need to be temporarily relocated.  If such relocation is necessary, it is anticipated that design services for additional projects related to the multiple staff moves will be needed. 

 

 

PROCUREMENT BACKGROUND:

A Request for Qualifications (RFQ) was advertised October 10, 2024 in the Charlotte Observer, Charlotte Post, and the State of North Carolina Interactive Purchasing System website.  The selection of the consulting firms followed NC General Statute 143-64.31, which prescribes a qualifications-based selection process.

On November 7, 2024, five (5) firms submitted a Statement of Qualifications:

On November 14, 2024, a shortlist selection committee composed of staff from Asset and Facility Management shortlisted two (2) firms for interviews.

 

On December 11, 2024, the Selection Committee heard interview presentations from the following firms:

 

Gensler Architecture, Design & Planning, P.C.

Moseley Architects, P.C.

 

Based on the interviews and information provided in the written submittals, the Selection Committee chose the following firm and alternate for design of the Former Civil Courts Renovation and Associated projects:
