BACKGROUND/JUSTIFICATION:
This project is for a Deep Energy Retrofit Project at the County and Courts Office Building, located at 720 E 4th St. Charlotte NC. This project scope will include, but not be limited to, replacing the HVAC units with more efficient units and retrofitting the existing fluorescent lighting with LED lighting, thereby reducing the facility’s carbon footprint. This project is part of the County’s Environmental Leadership Action Plan initiative to achieve net-zero carbon by 2035
PROCUREMENT BACKGROUND:
This Project was originally advertised on April 25, 2025, in the Charlotte Post, Charlotte Observer, Greater Diversity News, and the North Carolina electronic Vendor Portal. A mandatory pre-bid meeting was held on May 13, 2025. A bid opening was scheduled for June 3, 2025, with three (3) contractors submitting bids.
The lowest responsive, responsible, bidder was Miles-McClellan Construction Company, Inc. in the amount of $4,037,900.00, including acceptance of Alternate No.1 for $22,400.00, Alternate No.2 for $13,500, Alternate No.3 for $84,000.00 and Alternate No.4 for $43,000.00.

The subcontractor MWBE contract-by-contract goals for this project are MBE: 2% and WBE 6%. Miles-McClellan Construction Company, Inc. intends to self-perform work with their own forces or subcontract with non-MWBE subcontractors for 81.55% of the work. The remaining 18.45% of the total work is being subcontracted with MWBE subcontractors at the following participation levels: MBE: 15.23%, WBE: 3.22%. The Mecklenburg County Office of Economic Development Business Diversity and Inclusion (BDI) Division reviewed and referred Miles-McClellan Construction Company, Inc. submission. The bid submission by the vendor was submitted concurrently with an ongoing appeal on a separate project that was awarded in favor of the vendor. As such, the project is advancing on its own merits.
