BACKGROUND/JUSTIFICATION:
This project is for a Deep Energy Retrofit Project at the Valerie C. Woodard Center, located at 3205 Freedom Drive, Charlotte NC. This project scope will include, but not be limited to, replacing four chillers, four air handling units and15 split air conditioning units with more efficient units and retrofitting any remaining existing fluorescent lighting with LED lighting, thereby reducing the facility’s carbon footprint. This project is part of the County’s Environmental Leadership Action Plan initiative to achieve net-zero carbon by 2035
PROCUREMENT BACKGROUND:
This Project was originally advertised on April 25, 2025, in the Charlotte Post, Charlotte Observer, Greater Diversity News, and the North Carolina electronic Vendor Portal. A mandatory pre-bid meeting was held on May 14, 2025. A bid opening was scheduled for May 29, 2025, with only two (2) contractors submitting bids.
The Project was re-advertised on June 12, 2025, and a pre-bid meeting was held on June 18, 2025.
Bids were received July 8, 2025, with three (3) contractors submitting bids. The lowest responsive, responsible, bidder was Miles-McClellan Construction Company, Inc. in the amount of $3,695,000.

The subcontractor MWBE contract-by-contract goals for this project are MBE: 4% and WBE 3%. Miles-McClellan Construction Company, Inc. intends to self-perform work with their own forces or subcontract with non-MWBE subcontractors for 99.7% of the work. The remaining 0.3% of the total work is being subcontracted with MWBE subcontractors at the following participation levels: MBE: 0.0%, WBE: 0.3%. The vendor disputed the MWBE Good Faith Effort decision by the BDI Office which was appealed and awarded in favor of the vendor’s MWBE goals as submitted.
