ACTION:
1) Affirm the submission of an application to fund essential services and case management for victims of elder abuse, fraud, and exploitation in the amount of $375,000; and
2) If awarded, recognize, receive and appropriate amount awarded to the General Grant Funds (G001) under Child, Family & Adult Services; and
3) Adopt the required grant project ordinance for the Victims of Crime Act grant in the General Grant Fund (G001).

BACKGROUND/JUSTIFICATION:
The Mecklenburg County Department of Child, Family & Adult Services (CFAS) - Services for Adults (SFA) seeks affirmation of its submission of a grant application to the U.S. Department of Justice’s Office for Victims of Crime (OVC) for funding under the FY25 Services for Victims of Crime program. This application requests $375,000 over a 36-month term - beginning October 1, 2025, and concluding September 30, 2028 - with no match required.
The proposed funding will support:
• Essential Services ($100,000/year): Provision of emergency housing, clothing, food, medical equipment, medications, furniture, day programs, and other critical needs for victims of elder abuse, fraud, and exploitation. These services are aimed at promoting recovery, reducing abuse recidivism, supporting aging in place, and decreasing the need for higher levels of care.
• Case Management Services ($25,000/year): Funding additional services performed by Generations Family Services (GFS) to assist referred adults who require interventions beyond current levels, potentially preventing the need for formal guardianship or Adult Protective Services (APS) involvement. These services include connection to resources, benefit applications, and navigation of care systems.
Due to a compressed federal grant timeline - with the notice released July 21, 2025, and a submission deadline of August 20, 2025, staff were unable to meet the agenda schedule for August 6, 2025. As such, CFAS requests Board affirmation of the submission retroactively. If not affirmed, the application will be withdrawn.
