ACTION:
1) Affirm the submission of an application in the amount of up to $484,900 in federal funds through the House Appropriations Committee Community Project Funding (CPF) process, administered by the Health Resources and Services Administration (HRSA) for the period April 1, 2027, through September 30, 2027. The application deadline was March 6, 2026.
2) If awarded, recognize, receive, and appropriate the award amount to the General Grant Fund (G001) within Public Health; and
3) Adopt a grant project ordinance for the House Appropriations Committee Community Project Funding in the General Grant fund (G001).

BACKGROUND/JUSTIFICATION:
Mecklenburg County Public Health requests approval to affirm an application up to $484,900 in federal funding through the House Appropriations Committee Community Project Funding (CPF) process, administered by the Health Resources and Services Administration (HRSA), for the period April 1, 2027, through September 30, 2027. Per guidance from Congresswoman Alma Adams’ office, local public health departments are eligible to submit requests under the “Health Facilities Construction and Equipment” category. If awarded, funds will be used to modernize and equip Mecklenburg County Public Health (MCPH) clinical and community-based services to improve accessibility/ADA compliance, patient education, and regulatory compliance. Funding will support the purchase of the following equipment: 23 powered exam tables to ensure all clinical exam rooms are fully ADA compliant and accessible to all residents, 17 digital educational display boards to provide weather-resistant LED boards to enhance patient education and interactivity in clinic waiting areas on Mecklenburg Health in Action (MHiA) mobile units and at community events,15 display whiteboards to support care coordination and patient education within clinic settings, and 3 X-ray digitizers to convert imaging records into digital format and ensure compliance with North Carolina clinical records requirements.
