Action

ACTION:

Authorize the County Manager to negotiate terms and conditions including fees to execute a contract with the selected firm, Gilbane Building Company, for Construction Manager at Risk Services for the 7th & College Street Parking Deck and, in the event negotiations with the selected firm are unsuccessful, approve negotiations and contract execution with the alternate firm.

BACKGROUND/JUSTIFICATION:

This project is for the construction of a parking deck located at 7th & College Street.  Construction Manager is needed to provide Preconstruction and Construction Management services during the design and construction phases of the project. The approximate 250-space parking deck is needed to provide parking for employees and the public using the New Main Library and Spirit Square theaters once the construction and renovation of those facilities is complete.

 

 

 

PROCUREMENT BACKGROUND:

The Board of County Commissioners authorized the use of CM@Risk Contract Methodology for the project at its May 6, 2025 meeting. A Request for Qualifications (RFQ) was advertised on May 8, 2025, in the Charlotte Observer, the Charlotte Post, The Greater Diversity News and the State of North Carolina Electronic Vendor Portal (eVP) web site. The selection of the CM@Risk firms followed NC General Statute 143-64.31, which prescribes a qualifications-based selection process.

 

Eleven (11) teams/firms listed below submitted a Statement of Qualifications expressing an interest in the project:

On June 30, 2025, a shortlist selection committee composed of staff from the Asset and Facility Management Department and the Office of Economic Development - Business Diversity and Inclusion Division evaluated the firms and determined that three (3) firms should be interviewed for the project.

 

On July 25, 2025, a Formal Selection Committee interviewed and evaluated the following three (3) shortlisted firms:

 

LeChase & SGS

Gilbane Building Company

Rodgers Builders, Inc.

 

Per the Board's instructions, the Formal Selection Committee submits the following report:

Based on the interviews and information provided in the written submittals, the Formal Selection Committee selected the following firm and alternate for the project:
