ACTION:

Authorize the County Manager to negotiate terms and conditions including fees to execute a contract with Little Diversified Architectural Consulting, Inc. for Architectural/Engineering Services for the Mecklenburg County Sheriff’s Office Administrative Services Building Renovation and, in the event negotiations with this firm are unsuccessful, approve negotiations and contracting with the alternate firm.

BACKGROUND/JUSTIFICATION:

An architect is needed to design renovations to the Mecklenburg County Sheriff’s Office Administrative Services Building (formerly the Work Release & Restitution Center) located at 901 Elizabeth Avenue, for the purpose of relocating Sheriff’s Office Headquarters and various divisions into the Administrative Services Building.  Full design services will be required including a facility code assessment, program verification, design, construction documentation, bidding, and construction administration.  

 

 

PROCUREMENT BACKGROUND:

A Request for Qualifications (RFQ) was advertised on July 27, 2023, in the Charlotte Observer, the Charlotte Post, and the State of North Carolina Interactive Purchasing System web site. The selection of the consulting firms followed NC General Statute 143-64.31, which prescribes a qualifications-based selection process.

 

Per the Board's instructions, the Selection Committee submits the following report:

On September 7, 2023, a shortlist selection committee composed of staff from Asset and Facility Management short listed three (3) firms for interviews. 

 

On November 30, 2023, the Selection Committee interviewed and evaluated the following three (3) shortlisted firms:

Little Diversified Architectural Consulting, Inc.

Moseley Architects, PC

 

Based on the interviews and information provided in the written submittals, the Selection Committee selected the following firm and alternate for the project:

 

Selected Firm: Little Diversified Architectural Consulting, Inc.                                                               

Alternate Firm: Creech & Associates, PLLC
