ACTION:

Authorize the County Manager to negotiate the terms and conditions, including fees and execute a contract with Perkins + Will North Carolina Inc. for Architectural/Engineering Services for the Wallace H. Kuralt Center Renovation and Associated Projects and, in the event negotiations with this firm are unsuccessful, approve negotiations and contract execution with the alternate firm

BACKGROUND/JUSTIFICATION:

An architect is needed to design renovations to the Wallace H. Kuralt Center located at 301 Billingsley Rd, Charlotte, NC 28211, for the purpose of upgrading all interior, exterior and operating systems of the building, which will primarily house a large portion of the County’s Economic Services Division (ESD). The Architect will also be needed to design interior upfits to Valerie C. Woodard (VCW) - Suite 1800 located at 3205 Freedom Dr, Charlotte, NC 28208, and a yet to be determined short-term leased space to house ESD staff during the Wallace H. Kuralt Center renovation. Full design services will be required including a facility code assessment, program verification, design, construction documentation, bidding, and construction administration. 

 

PROCUREMENT BACKGROUND:  A Request for Qualifications (RFQ) was advertised on April 11, 2024, in the Charlotte Observer, the Charlotte Post, Greater Diversity News and the State of North Carolina Interactive Purchasing System web site. The selection of the consulting firms followed NC General Statute 143-64.31, which prescribes a qualifications-based selection process.

 

Per the Board's instructions, the Selection Committee submits the following report:

Five (5) firms (listed below) submitted a Statement of Qualifications expressing an interest in the project.

Perkins + Will w/ Neighboring Concepts, PLLC

Progressive AE, Inc.

 

On June 3, 2024, a shortlist selection committee composed of staff from Asset and Facility Management short listed two (2) firms for interviews. 

 

On September 11, 2024, the Selection Committee interviewed and evaluated the following two (2) shortlisted firms:

 

Gensler Architecture, Design & Planning, PC

Perkins + Will w/ Neighboring Concepts, PLLC

 

Based on the interviews and information provided in the written submittals, the Selection Committee selected the following firm and alternate for the project:

Alternate Firm: Gensler Architecture, Design & Planning, PC
