BACKGROUND/JUSTIFICATION:

The Board will receive an update from the North Carolina Department of Transportation (NCDOT) regarding the I-77 South Express Lanes project (Project). The Project is part of long-term transportation planning for the region. On October 16, 2024, CRTPO approved a resolution authorizing NCDOT to move forward with a P3 delivery process for the I-77 Express Lanes project. The resolution directed CRTPO and NCDOT to partner to define objectives and priorities for the Project. In October 2024 CRTPO and NCDOT created a working group to identify project priorities and develop key contract terms. CRTPO Priority Terms were issued in June 2025 which will be included in the Comprehensive Agreement with the selected Developer. NCDOT advertised the RFQ on August 15, 2025, and has shortlisted four firms. NCDOT is committed to meaningful partnership and community engagement throughout the life of this Project. As part of its comprehensive community engagement strategy, in addition to public meetings, NCDOT leadership participated in listening sessions to hear concerns of the impacted community members and stakeholders. Based on those conversations, NCDOT will update the Board of Commissioners on agreed upon commitments as the Project moves forward
